A proposi\u00e7\u00e3o de Vander tem como objetivo a inclus\u00e3o do g\u00e1s de cozinha (G\u00e1s Liquefeito de Petr\u00f3leo &#8211; GLP) como item da cesta b\u00e1sica quando destinando ao uso dom\u00e9stico. Com isso, seriam reduzidas a zero as al\u00edquotas de PIS\/Pasep e da Cofins incidentes sobre a importa\u00e7\u00e3o e comercializa\u00e7\u00e3o do produto.<\/p>\n<p>O projeto j\u00e1 foi aprovado na Comiss\u00e3o de Seguridade Social e Fam\u00edlia (CSSF) e foi elogiado pela deputada federal Benedita da Silva (PT-RJ), relatora da mat\u00e9ria na CSSF. De acordo com ela, o g\u00e1s de cozinha \u00e9 um item essencial para a alimenta\u00e7\u00e3o e, portanto, \u00e9 oportuna a proposi\u00e7\u00e3o. &#8220;A inclus\u00e3o desse item na cesta b\u00e1sica j\u00e1 \u00e9 tardia, pois h\u00e1 muito tempo os fornos a g\u00e1s substitu\u00edram o forno a lenha nas resid\u00eancias, inclusive nas casas da popula\u00e7\u00e3o de baixa renda&#8221;, afirmou em seu relat\u00f3rio.<\/p>\n<p>O deputado Vander destaca que h\u00e1 uma grande expectativa da popula\u00e7\u00e3o em torno dessa proposi\u00e7\u00e3o. &#8220;Esse projeto tem uma grande import\u00e2ncia social. De nada adianta as fam\u00edlias mais pobres terem acesso a alimentos se n\u00e3o houver condi\u00e7\u00f5es para cozinh\u00e1-los. Incluir o g\u00e1s como item da cesta b\u00e1sica vai atestar a necessidade desse item para a popula\u00e7\u00e3o e vai permitir que se reduza a carga tribut\u00e1ria sobre o produto, melhorando o pre\u00e7o final para o consumidor&#8221;, destaca o parlamentar sul-mato-grossense.<\/p>\n<p><strong>Atualiza\u00e7\u00e3o<\/strong> &#8211; Os itens da cesta b\u00e1sica foram definidos pelas Comiss\u00f5es do Sal\u00e1rio M\u00ednimo, criadas antes da institui\u00e7\u00e3o do Decreto-Lei 399\/1938. Essa cesta passou a ser denominada de Cesta B\u00e1sica Nacional, sendo composta por 13 itens: carne, leite, feij\u00e3o, arroz, farinha, batata, tomate, p\u00e3o franc\u00eas, caf\u00e9 em p\u00f3, banana, a\u00e7\u00facar, \u00f3leo e manteiga.<\/p>\n<p>Em mar\u00e7o de 2013, a ent\u00e3o presidenta leg\u00edtima Dilma Rousseff sancionou a Lei 12.839, que zerou o PIS\/Pasep e a Cofins para os produtos da cesta e incluiu mais tr\u00eas itens: papel higi\u00eanico, pasta de dentes e sabonete. No entanto, Vander Loubet acredita \u00e9 necess\u00e1ria mais uma atualiza\u00e7\u00e3o para a inclus\u00e3o do g\u00e1s de cozinha.<\/p>\n<p>&#8220;Em 1938 a realidade era outra. Atualmente pouca gente ainda usa a lenha para cozinhar. Hoje o GLP \u00e9 item de primeira necessidade. E com a desonera\u00e7\u00e3o tribut\u00e1ria vamos beneficiar principalmente a popula\u00e7\u00e3o de baixa renda, que muitas vezes possui dificuldades de dispor do dinheiro para adquirir um botij\u00e3o de g\u00e1s&#8221;, ponderou o parlamentar sul-mato-grossense.<\/p>\n<p><strong>Tramita\u00e7\u00e3o<\/strong> &#8211; O projeto tramita em car\u00e1ter conclusivo. Ser\u00e1 relatado na CFT pela deputada federal Yeda Crusius (PSDB-RS) e ainda deve tramitar pela Constitui\u00e7\u00e3o e Justi\u00e7a e de Cidadania (CCJC).<\/p>\n<p>Na tramita\u00e7\u00e3o em car\u00e1ter conclusivo, o projeto n\u00e3o precisa ser votado pelo Plen\u00e1rio, apenas pelas comiss\u00f5es designadas para analis\u00e1-lo. O projeto perder\u00e1 esse car\u00e1ter em duas situa\u00e7\u00f5es: a) se houver parecer divergente entre as comiss\u00f5es (rejei\u00e7\u00e3o por uma, aprova\u00e7\u00e3o por outra); e b) se depois de aprovado pelas comiss\u00f5es, houver recurso contra esse rito assinado por 51 deputados (10% do total). Nos dois casos, o projeto precisar\u00e1 ser votado pelo Plen\u00e1rio.<\/p>\n<p><em>(\u00c9der F.
